The outreach thing is pure torture for me; that's why I quit my second (much more demanding and lower paying) library job at a neighboring city. I don't do KIDS. Just can't. Although I am glad that people like you exist who can do the promoting thing.
We have a new social media team who's been trying to get the word out that way, but it's hit and miss. The blog is part of that, obviously, and I'm on it, also obviously, but yeah, it's hard to figure out exactly how to reach people.
