calling my comic fanboys/girls

orangerfulI noticed that the library seems to have purchased the trades of Marvel's "Civil War" series.
What's the deal with those? Are they worth reading? Will I understand what's going on if I'm not a hardcore Marvel person?
I see Mark Millar's name, which I recognize but I'm not sure if I've actually read anything by him.
I'm definitley checking out "Road to Civil War" because it says Brian Michael Bendis wrote one of the arcs, and that's a name I can trust!
